UPS Ground Saver Expansion 2026: What Changed

UPS and USPS renewed their Ground Saver deal in January 2026. See what changed on the final mile, where it delivers now and what it means for sellers.

UPS and the U.S. Postal Service finalized a renewed Ground Saver agreement in January 2026, and USPS is again delivering the last mile for part of UPS Ground Saver volume, with that share ramping up through the year. For sellers, the visible changes are wider delivery coverage and a possible tracking handoff. Analysts do not expect lower rates.

What changed: USPS is back on the final mile

Some background first. In early 2025, USPS and UPS halted their Ground Saver relationship after USPS overhauled its agreements with logistics companies. UPS then handled all Ground Saver deliveries in-house, raised Ground Saver rates, and narrowed coverage to the contiguous U.S. without PO Boxes, as Supply Chain Dive reported.

On January 9, 2026, Supply Chain Dive reported that, according to a UPS spokesperson, the two sides had finalized a renewed agreement. Under it, USPS makes last-mile deliveries for some Ground Saver packages and for some UPS Mail Innovations volume. The spokesperson said deliveries would begin the following week and that volume would increase through the year. UPS also said service would return to Alaska, Hawaii and PO Boxes in the near future.

Two details matter for sellers:

  • It is a portion of the volume. UPS still delivers plenty of Ground Saver packages itself. The ups.com service page describes final delivery as handled by UPS or USPS, depending on the destination.
  • The ramp is gradual. The agreement was described as ramping through the year, so what a buyer sees can differ by region.

Where UPS Ground Saver delivers now

The table below follows the UPS Ground Saver page on ups.com as of October 23, 2026. Packages are picked up within the 48 contiguous United States, and the page names delivery days as Monday through Saturday.

Destination Status on ups.com
Residential addresses, 48 contiguous states Listed
Alaska Listed (residential addresses)
Hawaii Listed (residential addresses)
Puerto Rico Listed (residential addresses)
U.S. Territories Listed (residential addresses)
U.S. PO Boxes Yes, eligible packages may be handed to USPS for final delivery
APO, FPO and DPO addresses Yes, same USPS handoff
International Not available

Treat the Alaska, Hawaii, Puerto Rico and Territories lines as a reason to check, not a promise. UPS's Ground Saver terms, effective February 16, 2026, still list only the 48 contiguous states, PO Boxes and APO, FPO and DPO addresses, and say destinations are subject to change. Confirm the lane in your rate list before you tell a buyer their package will arrive by a certain day.

What it means for sellers

Expect a tracking handoff. UPS says Ground Saver includes end-to-end tracking on a UPS tracking number, and that visibility may continue during USPS final delivery when applicable. Delivery photo confirmation is only available for packages delivered by UPS. Plan for a quiet stretch or a change in scan style where the package moves from one carrier to the other, and mention it in your shipping confirmation email.

Add 1 to 2 business days. UPS quotes Ground Saver transit as comparable to UPS Ground plus 1 to 2 days, with delivery generally Monday through Saturday. The Saturday delivery is a real plus for residential orders. For the Ground baseline, see UPS Ground shipping time.

Coverage is $50. The ups.com page lists included loss or damage coverage up to $50 per package, subject to terms and conditions. UPS Ground includes $100. UPS's terms treat any declared value above $50 as void, so ship items worth more on UPS Ground or another service.

It is contract-only. UPS says customers with a UPS contract can use Ground Saver. If you do not have your own UPS contract, you reach it through a shipping platform that offers UPS services, so whether you see it depends on the platform.

Peak season surcharges on Ground Saver

Ground Saver is included in UPS's 2026 demand surcharges. UPS's August 26, 2026 demand surcharge update applies a per-package surcharge to UPS Ground Saver from October 25, 2026 through January 16, 2027, in three periods:

Period Dates Standard amount per package
Early peak October 25 to November 21, 2026 $0.50
Holiday peak November 22 to December 26, 2026 $0.75
Late peak December 27, 2026 to January 16, 2027 $0.50

These are the standard amounts. The same UPS update has separate higher-volume tables for shippers above 20,000 packages a week.

Whether and how a surcharge appears on your label depends on your platform and your account. Look at the total rate shown before you buy, and check the UPS Ground Saver page and UPS's surcharge notices for the current schedule.

Will Ground Saver prices come down?

The outside analysts who weighed in say no.

  • Intelligent Audit wrote on January 15, 2026 that "despite reduced delivery costs for UPS, rates are unlikely to come down." It added that the USPS handoff "may impact transit times and consistency, depending on region and volume."
  • Nate Skiver of LPF Spend Management told Supply Chain Dive that UPS would see lower costs on a portion of Ground Saver volume, but that "UPS won't be decreasing rates." He also said Ground Saver transit times could lengthen.

UPS's own comment was that the collaboration with the postal service will benefit customers who need economical delivery options. The ups.com page shows its current Ground Saver rates for packages of one pound or greater with an effective date of May 6, 2026. Those are UPS's published list rates, not a promise about what any seller pays, and UPS can change them.

The practical read: do not budget on Ground Saver getting cheaper. Budget on it staying what it is: an economy option for light, non-urgent residential parcels.

How to use it

  1. Rate-shop per parcel. Ground Saver is not always the lowest option. Compare it against USPS Ground Advantage for the same box, weight and zip code. The USPS Ground Advantage vs Priority Mail guide covers the USPS side, and cheapest ground shipping services shows how the ground products line up.
  2. Match the service to the promise. Light residential order, relaxed delivery window, value under $50: Ground Saver is a fit. A promised date, a business address, or a pricier item: use UPS Ground or another service.
  3. Set the window honestly. Quote buyers the Ground transit plus 1 to 2 business days, and say tracking may pause at the handoff.
  4. Watch peak season. From October 25, 2026, compare the total rate, not just the base rate.

GoatLabels quotes USPS, UPS and FedEx on domestic parcels (DHL on international lanes), with UPS Ground Saver beside UPS Ground, so you can compare services for each order in one place. There is no monthly fee on Free (up to 50 shipments a month), and labels are paid from a prepaid wallet.
