What is the catch on the free tier?

The Free plan includes 50 shipments a month. That is a count of shipments you create (drafts included), not a limit on API calls; quoting through /v1/rates/quote is never counted, and Pro removes the cap with a flat monthly fee. There is no request meter on either plan, so no per-shipment API fee ever appears.
