USPS dimensional weight: the 139 divisor and when it applies

USPS dimensional weight bills a parcel over one cubic foot at the greater of its scale weight and its size-based weight, and GoatLabels quotes USPS, UPS and FedEx from the packed weight and outer box size you enter. Round each side up to the next whole inch, and quote the box, not the item.
